DOYLESTOWN — A 24-year-old Towamencin Township man was allegedly driving about 61 miles per hour in a 40 mph zone and said he may have looked down at his cell phone where he was using a mapping system when his vehicle crashed head-on with another vehicle in a fatal accident about 3:15 p.m. Tuesday, according to investigators.
Paul Sylvester Foster, 24, of the 1100 block of Snyder Road, was charged with homicide by vehicle, accidents involving death or personal injury while not properly licensed, involuntary manslaughter, recklessly endangering another person, reckless driving and related traffic offenses.
A preliminary arraignment was held early Wednesday by Magisterial District Judge Daniel Baranoski, Penndel, who set bail at $50,000 unsecured, the Bucks County District Attorney's office said.
Foster was crawling out of the rear of his Ford Explorer, which was on its side, when Doylestown Township Police officers arrived at the scene on Route 202 near the Wells Road overpass, the D.A.'s office said.
The driver of the other vehicle, Randee Travis, was unconscious behind the steering wheel of her Nissan Rogue, according to the criminal complaint against Foster. She had to be extricated from her vehicle by Doylestown Fire Company, the information said, and Central Bucks Ambulance members pronounced her dead at the scene.
The information did not list an age or address for Travis.
