CLYDE — Joy Garland, the town administrator for Clyde, has learned a thing or three about flooding and the process a community needs to go through to creep back to normal.
Of the five municipal or county managers in the county, Garland is the only one who was in the county in the fall of 2004 when two tropical storm events struck Haywood in the same month.
Garland has these words of wisdom as all in the county begin the long process of regaining normalcy.
1. My best advice for getting help through FEMA, insurance companies, etc. is to follow the process through and be patient. When one door closes, another will open. Don’t be afraid to ask for help or ask questions.
2. Lessons learned in 2004 .... Be patient. Help is on the way. Debris will get picked up; there is just a process that has to be followed.
3. Rebuilding process. For Clyde, the repair process goes through Haywood County Building Inspections at 157 Paragon Parkway, Clyde. Questions? Call 828-452-6638.
4. I believe that the mitigation efforts Clyde made following the 2004 floods made a huge difference on the damage we had this time — 55 homes were no longer in the floodplain; the old bridge was removed; and the off channel flood storage area was created (River’s Edge Park). These efforts helped protect our community from what could have been much worse.
5. I echo what I have said above ... be patient, follow the process through. Don’t get in a hurry to do the things that take time and approval. We will rebuild...
