Driver in fatal Doylestown crash was unlicensed, distracted, police say - Bucks County Courier Times

A Lansdale man has been charged with homicide by vehicle for the fatal head-on collision that killed another driver Tuesday afternoon.
Paul Sylvester Foster, 24, is also facing charges of accidents involving death or personal injury while not properly licensed, involuntary manslaughter, recklessly endangering another person, driving on roadways laned for traffic, driving vehicles at unsafe speeds, and reckless driving.
Foster, an unlicensed driver, told police he looked down at his phone while driving and lost control of his vehicle.

The accident occurred on Route 202 at the Wells Road overpass in Doylestown Township.
The criminal complaint notes that Foster was speeding at a rate of 61 mph — 21 mph higher than the posted speed limit — in his white 2001 Ford Expedition SUV before losing control of his vehicle and crashing headfirst into a blue Nissan Rogue, instantly killing Randee Travis, the lone occupant.
A crash reconstruction revealed that Foster crossed the double yellow lines into oncoming traffic, over-corrected and drove his Explorer off the right side of the road, before again losing control of the vehicle, driving it across both southbound and northbound lanes of traffic and striking the Rogue.
Investigators also determined that Foster did not apply brakes before impact.
Foster was arraigned early Wednesday by Magisterial District Judge Daniel Baranoski who set bail...
