Angola is entering a dynamic era of tax system modernization, powered by an ambitious push toward digital transformation and institutional strengthening. Since 2017, the General Tax Administration (AGT) has implemented a comprehensive overhaul of its tax infrastructure, deploying more than 60 digital platforms across offices in all 18 provinces. These digital tools streamline core operations such as taxpayer enrollment, online tax assessment, automated alerts, and integration with financial institutions for real-time reconciliation.
A key highlight of this modernization effort is the Taxpayer Portal, which drew over 4.5 million unique users in 2023. In the same year, the system processed more than 470,000 automatic tax settlements, while online payments increased by 28%, reaching Kz 1.8 billion.
To reinforce the digital shift, AGT has also focused heavily on professional training. From 2017 to 2020, more than 2,800 hours of capacity-building sessions were delivered to over 2,500 individuals, including tax professionals, municipal staff, and banking representatives.
In 2024, Angola established the Technological Center for Tax Excellence (CETT), a specialized division within AGT that leads the “Tax 4.0” digital transformation program. CETT plays a crucial role in aligning new technologies with administrative processes and delivering training programs in sync with the agency’s long-term vision.
At the forefront of these initiatives is AGT President José Vieira Nuno Leiria, a leader whose blend of academic expertise and institutional experience reflects a new wave of governance. Educated in both Angola and Portugal, Leiria champions innovation, transparency, and efficient service delivery across Angola’s tax system.
This reform is part of Angola’s broader national plan to diversify revenue streams beyond oil, enhance digital public services, and promote citizen interaction through accessible digital platforms.
